PERSONAL DATA PROCESSING POLICY

1. General provisions

1.1. The processing of personal data of authors, reviewers, members of the editorial board and other persons interacting with the online publication “Vestnik Vyatskogo GATU” (hereinafter referred to as the Journal) is carried out in accordance with Federal Law No. 152–FZ dated 27.07.2006 “On Personal Data” and other applicable regulatory legal acts.

1.2. The editorial board of the journal acts as the operator of personal data and ensures confidentiality, security and legality of personal data processing.

1.3. The personal data processed by the editorial board of the Journal is not biometric and does not belong to special categories of personal data.

1.4. The legal basis for the processing of personal data by the editorial board is the consent to the processing signed by the personal data subject.

2. Subjects of personal data

2.1. The following categories are considered subjects of personal data for editorial purposes:

  • authors of articles published in the Journal;
  • members of the Editorial Board of the Journal;
  • members of the editorial board of the Journal;
  • reviewers of scientific articles who are not members of the editorial board.

2.2. The readers of the Journal are not subjects of personal data, as the editorial board does not use the capabilities of information and telecommunication networks to collect personal data from visitors to the official website of the online publication.

2.3. The personal data subject decides on the provision of his personal data and agrees to their processing freely, voluntarily and in his own interest:

  • the author, having read the editorial policy and rules on the website, sends an application for publication when submitting an article, which provides consent to the processing of personal data.;
  • a member of the editorial board consents to the processing of personal data along with consent to join the editorial board;
  • the reviewer, who is not a member of the editorial board, issues consent to the processing of personal data on a separate form.;
  • the members of the editorial board of the Journal, being full-time employees of the founder, consent to the processing of personal data when registering an employment relationship.

2.4. The personal data subject has the right to:

  • to receive information about the processing of your personal data by the editorial staff of the Journal;
  • to request clarification, updating, blocking or destruction of their personal data in cases provided for by law;
  • revoke your consent to the processing of personal data by sending a written request to the editorial office of the journal, except in cases where the processing is required by law and/or necessary to preserve already published materials in the archive.

2.5. The personal data subject guarantees that the personal data provided is reliable, up-to-date and does not violate the legislation of the Russian Federation.

3. Purposes of personal data processing

Personal data is processed by the editorial board of the Journal for the following purposes:

  • preparation and placement of scientific works, the text of which contains the personal data of the authors, on the official website of the Journal, as well as in bibliographic and scientometric databases;
  • preparation and placement of metadata about the work (description of the publication with indication of personal data of the authors) on the official website of the Journal, as well as in bibliographic and scientometric databases;
  • Ensuring communication between the editorial staff and the authors, reviewers and members of the editorial board;
  • posting of personal data of members of the editorial board and the editorial board in the issues of the Journal, on the official website, as well as in bibliographic and scientometric databases;
  • organization of work on reviewing articles (according to the “double-blind review” system adopted in the journal);
  • fulfillment of the requirements of bibliographic and scientometric databases in which the Journal is indexed.

4. List of personal data processed

Depending on the status of the subject (author, reviewer, member of the editorial board), the editorial board may process the following personal data:

  • last name, first name, patronymic;
  • academic degree, academic title, position;
  • name and address of the place of work (affiliation);
  • contact information (e-mail address, postal address, phone number);
  • identifiers in scientific databases (ORCID, ResearcherID, Scopus Author ID, SPIN/AuthorID, RSCI, etc.);
  • other information voluntarily provided by the personal data subject as part of interaction with the journal.

5. Processing and protection of personal data

5.1. Personal data processing includes collection, recording, systematization, accumulation, storage, clarification (updating), use, transfer (including provision to RSCI and other databases), depersonalization, blocking, deletion and destruction of personal data.

5.2. The Editorial Board takes the necessary legal, organizational and technical measures to protect personal data from unauthorized or accidental access, destruction, modification, blocking, copying, distribution, as well as from other illegal actions.

5.3. Only authorized editorial staff, as well as persons involved in the editorial and publishing process, have access to personal data to the extent necessary to fulfill their official duties.

5.4. The personal data of reviewers who are involved in anonymous peer review and are not members of the editorial board are not subject to disclosure to third parties and are not published.

6. Editorial responsibilities

6.1. The Editorial staff undertakes to limit the processing of personal data to achieving the stated goals (see paragraph 3).

6.2. The editorial board is obliged to transfer personal data of all categories of personal data subjects to the bodies of inquiry and investigation and other authorized bodies on the grounds provided for by the current legislation of the Russian Federation.

6.3. The operator is obliged to provide, free of charge, the personal data subject or his representative with the opportunity to get acquainted with personal data related to this personal data subject.

6.4. Within a period not exceeding seven working days from the date of the provision by the personal data subject or his representative of information confirming that the personal data is incomplete, inaccurate or outdated, the operator is obliged to make the necessary changes to them.

6.5. Within a period not exceeding seven working days from the date of submission by the personal data subject or his representative of information confirming that such personal data was illegally obtained or is not necessary for the stated purpose of processing, the operator is obliged to destroy such personal data.

6.6. The operator is obliged to notify the personal data subject or his representative of the changes made and the measures taken, and to take reasonable measures to notify third parties to whom the personal data of this subject has been transferred.

7. Final provisions

7.1. The personal data subject can receive any clarifications on issues of interest related to the processing of his personal data by contacting the editorial office by e-mail info@v-vgsha.info.

7.2. The Personal Data Processing Policy is valid indefinitely until it is replaced by a new version.
