Rules for sending a scientific article to the editorial office of the journal «Bulletin of Vyatka State Pedagogical University»

Article submission sequence

1. The author prepares the text of the scientific article in electronic form in accordance with the Rules of registration.

2. The author sends the application and the text of the article to the editorial office by e-mail: info@v-vgsha.info.

3. Upon receipt by the editorial board, the article is reviewed, as a result of which a decision is made on the possibility of its publication.

Before submitting the text of the article, the author undertakes that the text of the article is the final version, contains reliable information regarding the results of the study, and does not require revision.

The procedure for submitting an application for publication

1. To publish an article in a scientific journal, you must send the following files:

  • the author’s application for publication of the article (Appendix 1);
  • a table with information about the author/authors and the article (Appendix 2);
  • the electronic version of the article in accordance with the Rules of registration (Appendix 3).

2. All copyrighted materials received by the editorial board are recorded. Each application is assigned an individual registration number.

3. After the publication of the article, the composition of the authors and their order are not subject to any changes, i.e. adding, deleting and rearranging is impossible.

4. Articles are published in the order of priority as the editorial board processes the received applications.

5. The withdrawal of an already published article is carried out by the editorial board when the facts of fabrication or falsification of data, as well as plagiarism, are revealed. The authors, readers, reviewers or editors can initiate the withdrawal of an article by writing to the editorial board of the journal.

The procedure for reviewing articles

1. All scientific articles submitted to the editorial office of the online publication are subject to mandatory peer review. The publication reviews all materials submitted to the editorial office that correspond to its subject matter, with a view to their expert assessment. All reviewers are recognized experts on the subject of peer-reviewed materials. The reviews are kept in the editorial office of the publication for 5 years.

2. The executive secretary of the editorial board (if necessary, together with a member of the editorial board responsible for the thematic section of the online publication) determines whether the article meets the design requirements and sends the article for review to either two members of the editorial board or two external reviewers, specialists, doctors of sciences, who have the closest scientific specialization to the topic of the article.

3. Reviewers are notified that the submitted manuscripts are the property of the authors and contain information that is not subject to disclosure. The review is conducted confidentially.

4. The terms of review are determined in each individual case by the executive secretary, taking into account the creation of conditions for the most expeditious publication of the article.

5. The review should objectively evaluate the scientific article and contain a comprehensive analysis of its scientific and methodological advantages and disadvantages. The review is written in free form with mandatory coverage of the following provisions:

– the relevance of the topic and materials of the presented article. This section includes a brief justification of the conditions that necessitated the formulation and solution of the problem;

– the scientific novelty of the research area considered in the article. A brief description of the new scientific result obtained by the author (what is proved, obtained, established, determined, proposed, etc.) should be reflected here;

– the importance of setting a problem (task) or the results obtained for the further development of theory and practice in the field of knowledge under consideration. This section should show what exactly is being developed in the field of knowledge – under study and how it can be applied and implemented in practice;

– adequacy and modernity of methods of statistical processing of materials;

– sufficiency of the research material;

– the correctness of the discussion of the results obtained;

– compliance of the conclusions with the purpose and objectives of the study;

– the quality of the study of literary sources (references);

– the acceptable volume of the manuscript as a whole and its individual elements (text, tables, illustrative material, bibliographic references);

– the expediency of placing tables and illustrative material in the article and their correspondence to the topic being discussed;

– the quality of the article design: style, terminology, wording.

The final part of the review should contain reasonable conclusions about the manuscript as a whole and a clear recommendation on the expediency of its publication in an online publication, or on the need for its revision. In case of a negative assessment of the manuscript as a whole (recommendation that publication is inappropriate), the reviewer must justify his conclusions.

6. If the manuscript does not meet one or more criteria, the reviewer indicates in the review the need to finalize the article and makes recommendations to the author on improving the manuscript (indicating the inaccuracies and errors made by the author). The editorial board informs the author of the review result. Articles finalized by the author are re-sent for review to the same reviewer who made critical comments, or to another one at the discretion of the editorial board. In case of a conflict of interest, the review is provided to the author of the article without specifying any information about the reviewer. If the author does not agree with the reviewer’s comments, he may request a second review or withdraw the article, which is recorded in the journal.

7. Based on the results of the review, the article may be:

a) rejected

They are not allowed to be published:

– articles that are not designed in accordance with the requirements of the editorial board, the authors of which refuse to finalize the articles;

– articles whose authors do not comply with the constructive comments of the reviewer or do not refute them in a reasoned manner.

In case of refusal to publish the article, the editorial board sends the author a reasoned refusal within 10 days.

b) sent to the author for revision

An article accepted for publication but in need of revision is sent to the authors with comments from the reviewer and the editor. The authors must make all necessary corrections to the final version of the manuscript and return to the editorial office the corrected text, as well as its identical electronic version, along with the original version and a cover letter to the reviewer. After revision, the article is re-reviewed, and the editorial board decides on the possibility of publication.

Articles sent to the authors for correction must be returned to the editorial office no later than 7 calendar days after receipt. Returning the article at a later date changes the publication date.

c) accepted for publication

The final decision on the acceptance of the author’s article and its placement in one of the issues of the online publication is made at a meeting of the editorial board.

The Editorial Board informs the author about the decision made upon his request.

8. Editors do not share information about the manuscript (including information about its receipt, content, review process, reviewers’ critical comments, and final decision) with anyone other than the authors and reviewers themselves.

9. The editors and reviewers do not engage in meaningful discussion of articles with the authors.

10. The editorial staff strictly adheres to the norms and rules of international publication ethics.

11. The opinion of the editors and reviewers may not coincide with the opinion of the author and this is not a reason for rejecting the articles.

12. The number of peer-reviewed articles and the timing of reviewing specific articles are determined by the editorial board of the online publication based on plans and the need to create new issues. The editorial board does not undertake obligations to review absolutely all incoming articles, as well as the timing of their review.

  • Articles sent to the editorial office should correspond to the profile of the journal (the topics of the journal headings).
  • Articles are accepted for publication based on the results of previously published fundamental and applied scientific research; original, review, problematic, experimental and methodological works.
  • Articles must comply with the Design Rules (Appendix 3).
  • Articles are subject to mandatory peer review. The decision to accept articles for publication in the journal is made by the editorial board. Returning the materials to the author for revision does not mean that the article has been accepted for publication. The date of receipt is the day when the editorial board receives the final version of the article.

In case of refusal to publish an article, the editorial board sends the authors a reasoned refusal.
