RULES AND PROCEDURES FOR COMPLIANCE WITH PUBLICATION ETHICS
The legal basis for ensuring the ethics of publishing scientific materials in the online publication “Vestnik Vyatskogo GATU” (hereinafter referred to as the Journal) consists of international standards: regulations developed by The Committee on Publication Ethics (COPE), international associations of editors (EASE, ICMJE, etc.) and publishers, and the Declaration of the Council on Ethics of Scientific Publications. HENRI’s publications (2nd edition, May 2025); norms of the section “Copyright” of the Civil Code of the Russian Federation.
The Editorial Board of the Journal guarantees consideration of all materials submitted for publication, observance of editorial independence and integrity in making objective decisions without prejudice to authors based on national or religious affiliation, official position.
The editorial policy of the Journal is based on respect for the personal rights of the author and intellectual property rights, regardless of the commercial interests and relations of the author with the University.
Ethical principles in the activities of the editorial board and the editorial board
1. The editorial board of the Journal accepts previously unpublished articles that represent an original scientific study or a detailed review on a topic corresponding to the general direction of publications in the Journal. All incoming scientific articles are checked for illegal borrowings by the Anti-Plagiarism system. If a previously published work is found to repeat the results of an article under review by more than 30% based on the results of an Anti-Plagiarism check, the editorial board reserves the right to refuse to publish the article to the authors.
2. The editors of the Journal are responsible for making decisions regarding the proposed articles. The basis for the editorial board’s decision to accept an article for publication or to refuse publication is solely the scientific value of the described results, the importance for scientific progress and the quality of the preparation of scientific materials.
3. Editors and members of the editorial board of the Journal do not have the right to disclose information about articles submitted to the editorial office, except for a narrow circle of people directly involved in the article and the process of its preparation for publication.
4. During the review of articles, editors and reviewers should familiarize themselves in detail with the original information contained in them, but under no circumstances should they have the right to use it in their own research or for other personal purposes. The use of such information is allowed only after the official publication of the article when carrying out the correct citation in accordance with generally accepted requirements.
5. Editors should evaluate scientific articles based on their intellectual content, regardless of race, gender, sexual orientation, religious beliefs, ethnic origin, citizenship, or political views of the authors.
6. Editors are required to ensure that the accuracy and correctness of citations in an article approved for publication are monitored.
7. Editors should under no circumstances force authors to cite scientific articles published in the Journal in order to artificially improve the scientometric indicators of the online publication.
Ethical principles that should guide the author/authors of a scientific publication
1. By submitting an article to the editorial board, the authors guarantee that this article is not under review by another journal, and that it has not been published before.
2. The authors are responsible for the content of the article. Articles should use only original scientific data. In case of borrowing materials from other researchers, a corresponding correct reference should be made. The results discussed in the article should meet the criterion of reproducibility by other researchers. All data processing methods, as well as the logic of their interpretation, must be completely transparent.
3. The authors are responsible for the conscious or unconscious illegal borrowing of scientific results of other authors. Unauthorized borrowing and reproduction of any elements of an article (text, graphics, primary data, etc.) by another author is absolutely unacceptable. The borrowed elements reproduced with the consent of the copyright holders must be presented in a correct form and accompanied by an appropriate link.
4. The authors are responsible for indicating the sources of financial support for the project, the results of which are described in the article submitted for consideration, as well as for identifying the persons who contributed to the research.
5. Information obtained privately (in correspondence, conversation, or discussion with third parties), or obtained during the provision of confidential services, may be used or disclosed only with written permission from the source of this information.
6. If an author finds a significant error or inaccuracy in his own already published article, he is obliged to immediately notify the editorial board of the Journal and cooperate with the responsible editor to review or make corrections to the publication. If the editorial board finds out from a third party that the published work contains a significant error and informs the author of such a flaw, the author is obliged to promptly send corrections or provide the editorial board with evidence of the correctness of the data in the published article.
Ethical principles in the work of reviewers
1. The review of articles in the Journal is bilaterally anonymous, the data of the authors is not disclosed to the reviewer, and the data of the reviewer is not disclosed to the authors. However, at the request of the reviewer and with his/her written consent, the name of the reviewer may be communicated to the author of the article.
2. Reviewers should not disclose information about the articles submitted for review to outsiders.
3. Prior to the publication of the article, reviewers under no circumstances have the right to use in their own research or for other personal purposes the information they have gained access to during the review process.
4. In cases where the reviewer has fundamentally significant comments on the reviewed article, in agreement with the editorial board, they can be published as comments, while the author is given the opportunity to give a public response to the reviewer on the pages of the online publication.
5. Reviewers should conduct a scientific review of the articles within the time limits set by the editorial board (no more than two weeks). If it is not possible to carry out the review within the specified period, the reviewer must immediately inform the editorial board.
6. When conducting an examination of articles, reviewers should strive for maximum objectivity. The only criterion for evaluating an article is its scientific significance. Any decisions based on any personal preferences of the reviewer are not allowed. In the event of a conflict of interest in any form between the reviewer and the author, the reviewer must immediately notify the editorial board of the online publication and refuse to review.
7. Reviewers should not participate in reviewing manuscripts if there are conflicts of interest due to competitive, collaborative, or other interactions and relationships with any of the authors, companies, or other organizations associated with the submitted work.
The procedure for resolving situations related to violations of publication ethics
1. The violation of publication ethics by the author or reviewer can be reported to the editorial board by any person at any time. A report on unethical behavior must contain sufficient information and evidence.
2. Upon receiving a report of a violation of publication ethics, the editor-in-chief initiates an investigation, during which the necessary data is collected.
3. The author(s) or reviewer should be informed of the violation of publication ethics and be able to respond to any suspicions or accusations.
4. Based on the results of the investigation of violations of publication ethics, the editorial board of the Journal may take the following measures:
- send a warning letter to the author or reviewer;
- post information about detected violations on the Magazine ‘s website;
- to withdraw an article from the Journal in accordance with the declaration of the Association of Scientific Editors and Publishers (ANRI) “Ethical principles of scientific publications” and “Guidelines for the withdrawal of articles” (Retraction Guidelines) Committee on Publication Ethics (COPE);
- impose a ban on cooperation with this author or reviewer for three years.
Conflict of interest policy
1. A conflict of interest in the process of selecting, reviewing, and publishing an article arises if the author, reviewer, or a member of the editorial board has financial, scientific, or personal relationships that may affect their actions (ambivalent obligations, competing interests, or competing loyalties).
2. To prevent conflicts of interest, the author must indicate the place of work in the accompanying file “Information about the author(s) and the article”; the sources of funding for the research on which the article was written; list known and potential sources of conflict of interest, if any, or indicate that there is no conflict of interest.
3. The editorial board of the Journal considers all claims concerning the received and (or) published copyrighted materials. In the event of a conflict situation, necessary measures are taken to restore violated rights.
4. Disputes and disagreements, including on copyright issues, are, if possible, resolved through negotiations based on ethical standards and procedures.
5. In case of conflicts over copyright infringement by the author of the publication, the editorial board of the Journal disclaims responsibility for such violations, since it does not directly or indirectly violate the copyrights of the creators of illegally borrowed content. All claims from authors whose copyrights have been infringed should be directed to the authors of publications that have infringed such rights. If the fact of illegal borrowing is discovered and proved, the editorial board undertakes to publish in the next issue of the journal an information note on the case of copyright infringement by a publication posted on the pages of the Journal, indicating the original author.
