THE PROCEDURE FOR REVIEWING AND PUBLISHING MATERIALS
The procedure for reviewing articles
1. All scientific articles accepted by the editorial board of the online publication “Vestnik Vyatskogo GATU” (hereinafter referred to as the Journal) after checking the degree of originality of the text are subject to mandatory peer review in order to assess their content and make a decision on publication by the editorial board.
2. The review can be carried out by members of the editorial board, invited experts or highly qualified specialists. Reviewers should respect confidentiality, objectivity, clarity, and reasonableness of their opinions.
3. The review is carried out free of charge, no additional fee is charged from the authors.
4. The review procedure assumes two–way anonymity, the reviewer is not informed about the authors of the article, and the authors are not informed about the reviewer.
5. The author’s materials received by the editorial board from the members of the editorial board of the journal undergo the same review procedure as those received from other authors.
6. The responsible editor of the online publication, after checking the compliance of the article with the journal’s subject matter and design requirements, sends the article for review. The selection of a reviewer is usually carried out within a week.
7. The review of the received scientific materials is carried out by a member of the editorial board who has the closest scientific specialization to the topic of the article. If it is impossible to identify a reviewer from the editorial board, a scientist who is a recognized expert in the issues discussed in the scientific article may be involved in the review free of charge.
8. When choosing a reviewer, the responsible editor should exclude the possible affiliation of the reviewer with the author.
9. Reviewers are notified that the submitted manuscripts are the property of the authors and contain information that is not subject to disclosure. The review is conducted confidentially.
10. The review period should not exceed 2 weeks. If it is impossible to conduct a review within the prescribed period, a member of the editorial board must inform the responsible editor within a week. In some cases, the review period may be shortened in order to publish the article as quickly as possible.
11. The review should objectively evaluate the scientific article, contain a comprehensive analysis of its scientific and methodological advantages and disadvantages, with mandatory coverage of the following provisions:
- the relevance of the subject and materials of the presented article;
- the scientific novelty of the research area considered in the article;
- the significance of the problem statement (task) or the results obtained for the further development of theory and practice in the field of knowledge under consideration;
- adequacy and modernity of methods of statistical processing of materials;
- sufficiency of the research material;
- the correctness of the discussion of the results obtained;
- compliance of the conclusions with the purpose and objectives of the study;
- the quality of the study of literary sources (references);
- the permissible volume of the article as a whole and its individual elements (text, tables, illustrative material, bibliographic references);
- the expediency of placing tables and illustrative material in the article and their correspondence to the topic being presented;
- the quality of the article design: style, terminology, wording;
- reasonable conclusions about the manuscript as a whole and a clear recommendation on the expediency (or inexpediency) of its publication in the Journal, or on the need for its revision.
The final part of the review should contain reasonable conclusions about the article as a whole and a clear recommendation regarding the expediency of its publication in an online publication, or the need for its revision. In case of a negative assessment of the article as a whole (recommendation that publication is inappropriate), the reviewer must justify his conclusions.
12. According to the results of the review, the article may be:
a) accepted for publication
The final decision on the acceptance of the author’s article and its placement in one of the issues of the online publication is made at the editorial board meeting. The editorial board’s decision is communicated to the author upon his request.
b) sent to the author for revision
An article recommended for publication but in need of revision is sent to the authors with comments from the reviewer and the editor. The authors should make all necessary corrections to the text of the article and send the final version to the editors. After revision, the article is either sent for re-review, or reviewed by the responsible editor if the reviewer has indicated that the article does not need to be re-reviewed.
c) rejected
The following articles are not allowed for publication:
– articles that have received a negative reviewer’s opinion;
– articles whose authors do not comply with the constructive comments of the reviewer or do not refute them in a reasoned manner;
– articles whose design does not meet the requirements of an online publication.
13. The editorial board informs the author of the review by e-mail. In case of refusal to publish an article, a reasoned refusal is sent to the author by e-mail within 10 calendar days after the editorial board makes such a decision.
14. If the author does not agree with the reviewer’s comments, he may request that the article be sent to another expert for review or withdraw the article, which is recorded in the journal.
15. Articles sent to the authors for correction must be returned to the editorial office no later than 7 calendar days after receiving the review result. Returning the article at a later date changes the publication date.
16. Revised articles requiring re-review are sent to the reviewer who made the critical comments. It is possible to replace the reviewer at the discretion of the editorial board.
17. The reviews are kept in the editorial office of the publication for 5 years.
Rules for the publication of scientific articles
1. Scientific materials reflecting previously unpublished results of fundamental and applied scientific research, original, review, problematic, experimental and methodological works are accepted for publication in the journal “Vestnik Vyatskogo GATU”.
2. Scientific materials are published free of charge, and paid services are not provided for authors.
3. Articles submitted to the editorial board must correspond to the subject of the journal and the rules for the design of scientific articles. The editorial Board has the right to reject an article that does not correspond to the subject of the journal or does not meet the requirements for publications.
4. Scientific articles with an original text of at least 70%, which have received a positive review, are allowed to be published in the Journal.
5. The author’s material should be relevant, contain a statement of a scientific task (problem), and a description of his own research results.
6. The mandatory elements of the article, written in Russian and English, are:
- title of the article;
- information about the authors (full name, name and address of the organization);
- abstract (up to 250 words);
- keywords (3-15 words or phrases);
- sources of financing;
- list of sources.
7. The main text of the article should consist of parts: introduction, materials and methods, results and discussion, conclusion.
8. The editorial board is authorized to carry out scientific and literary editing of the received materials, if necessary, to send the article to the authors for revision.
9. In one issue of the journal, it is allowed to publish no more than 2 articles by the same author, individually or in collaboration. No more than 5 authors are allowed in one article.
10. The responsibility for the content of the article lies with the author/authors. If facts of fabrication or falsification of data are revealed, as well as illegal borrowing of scientific texts by other authors, the editorial board has the right to withdraw the published article from the journal. The authors, readers, reviewers or editors can initiate the withdrawal of an article by writing to the editorial board of the journal.
